EDC, Inc. was established in 2003, incorporated in St. Lucie County, FL, with our headquarters located in Fort Pierce, FL. We hold occupational licenses in the City of Fort Pierce, City of Port St. Lucie and St. Lucie County. Our staff consists of professional engineers, professional surveyors, certified planners, engineering interns, survey technicians, CAD technicians, project coordinators other management and clerical staff. Our staff brings with it over 100 years of experience collectively, in the local municipalities and governments and the private sectors.
In 2015, EDC, Inc., merged its civil engineering firm with Geomatic Services, Inc. and Atlantic Design Group of Florida, Inc. This merger allows our customers to have the convenience of turn-key service which include civil engineering, surveying and planning services under one roof.
In 2016, EDC, Inc., merged with Crossroads Environmental, Inc. This merger enables our customers to benefit from expert level experience in wetland permitting, Phase I assessments, indoor air quality, remediation, economic analysis, GIS mapping, secure facility review, NEPA documentation, Section 7 permitting, and more...

Roderick J. Kennedy, P.E., President and founder of EDC, Inc., is a Professional Engineer, registered in the State of Florida with over 20 years of pertinent civil engineering experience and has a Bachelor’s of Science in Civil Engineering from The University of Central Florida and is LEED ®AP Certified. His work has spanned the entire breadth of civil engineering (water, wastewater, storm water, roadway and drainage). Previously Rod was the City of Port St. Lucie Utilities Department Engineering Manager and was instrumental in developing many of their current technical standards.
Michael T. Owen, PSM., is Vice President of EDC, Inc. and a licensed Professional Surveyor and Mapper since 1994 with over 34 years of pertinent surveying and mapping experience. Mr. Owens oversees the daily operation of the survey team from field surveying, mapping and construction aspects of a variety of projects for the firm. Michael’s expertise throughout Indian River, St. Lucie, Martin and Palm Beach Counties has led him to participate in multiple projects with a variety of surveying components from Sectional Land Surveys, Subdivision Platting, Condominium exhibits, Sketch and Descriptions, Builders package and Construction specializing in land development and its process.
Bradley J. Currie, AICP, is Vice President of EDC, Inc. and Certified Planner. In addition to overseeing the Port St. Lucie office he is responsible for a variety of land planning projects that encompass site planning, master planning and application submittals.
As a Planner, Brad has extensive knowledge with regards to rezoning applications and Comprehensive Plan Amendments, as well as coordinating applications with clients and the public sector.
Brad has also provided expert testimony in over 50 public hearings regarding land use and planning and the application and interpretation of comprehensive plans and zoning codes.
Tobin R. "Toby" Overdorf, MS, MBA, is Vice President of EDC, Inc. and the head of the Environmental Division. Throughout the more than twenty years in the field of Environmental and Biological Science, and over 10 years as a firm (Crossroads Environmental merged with EDC in 2016), our professionals have maintained a strong dedication to the industry as well as scientific research. We have grown into a successful environmental consulting firm providing services in the domestic United States and Caribbean. .
With the broad range of professional expertise, Toby offers fast answers with innovative and cost-effective solutions to complex environmental issues. Whether it is providing due diligence or ushering a project through the maze of multi-jurisdictional environmental regulations, Toby and staff have delivered responsive, thorough and successful results.
The combination of understanding the task order objectives at hand, coupled with the knowledge and ability to work through technical and regulatory challenges allows EDC to distinguish ourselves in the marketplace.
